I disagree. Why? And most small investors don't stand a chance in the long run anyway. I know quite a few who have cashed in their gains of the last 4 years and are watching from the sidelines, intending to buy the coming bottom. Tell them they don't stand a chance. There's going to be a lot of financial blood spilled during the next big bear market. There was a lot of blood spilled in '29 too, if you recall. And a major cause was the kind of out-of-control speculation that the '33 act was designed to curb. Most regulations are a response to specific abuse. I'm not saying they aren't out of control in many cases, but anybody who thinks taking them all away is going to make everything instantly wonderful is in the grip of fantasy.
