Of course the government is ultimately responsible, and no stone should go unturned in the investigation. Some stupid and violent people do gravitate to the military and the police for various psychological and career reasons. Many sadists dream of a job where they can carry a gun and abuse/scare/shoot people. But for every one of these, there are at least 10 good decent family men who risk their necks every day against professional robbers, murderers, rapists, etc.

Why not focus on a hero cop who is shot by a rapist and say "look how brave and good these men are," rather than on one who does something wrong so that it can be said "look how evil the government is." The logic is escaping me.
