I don't think this is true. I have kept a very close tab on AMAT and NVLS, two biggest front end suppliers. I have listened to their every CC for at least a year. They have been shipping equipment for CU for quite a while.

PB, part of the problem is that AMD has to take every risk possible to try and get ahead of Intel process-wise. If that means going for copper at 0.18, they'll do it.

The way I see it, AMD knows that they won't stay competitive with Intel if they pass on copper at 0.18. So it's a gamble they'll have to take, since not taking that gamble could be just as bad as taking the gamble and losing.
