J, please explain "federally mandated" Y2K lockdowns. What is a lockdown? How is Fed. involved? Thanks.

Shareholder return is the most important element, so the answer is stock price. Here is my reasoning. I believe tech companies and especially analysts have been sandbagging tech revenue numbers because of Y2K fears. I believe tech companies will blow through their 3rd quarter numbers but just before that, analysts will revise their estimates up. The only thing that could put a damper on a tech rally would be a Fed hike before year end.
