In the Fall of 1960 John Kennedy was thinking about delegates and fund raising. I doubt he checked up on fringe groups. When Reno was appointed she was thinking about Florida cases and moving to Washington. It's not an excuse, it's just that she had no real choice but to assume that the FBI was led with smart people of integrity and to give a lot of weight to their suggestions. Instead the FBI and ATF were probably frustrated that Bush wouldn't give them a go ahead before the elections and they were anxious to get moving.
