Of course it's both. One is no good without the other. Your machine is only as good as its weakest link, whether it's a car, stereo or computer. Machines put into mission critical service nowadays have a lot of built in hardware and software, whose job it is solely to recover from problems incurred that would take down a machine without these RAS features. This gets into your next question:

Is the challenge of Merced penetrating into the mission critical space = athlon penetrating business PC?

I've seen a good amount of evidence (Tenchusatsu of course can add a lot here) that Intel is following the mainframe guys, and innovating some of their own, WRT RAS features. Your analogy does make one think though, that they may be somewhat similar journeys. You don't need to ask me which company I think has the best chance of doing it. I mean, RAS is the type of thing you do when you have the time and money to devote to it, and everything else seems to be coming into place.
