My grandfather is 92, and still drives, but he has to pass a vision and reflex check each time he renews.

I agree on the dogs, children, etc., but I really don't see the need for a separate law banning driving while talking on a phone, driving with kids in the lap, etc. I would think a blanket law giving a trooper basic common-sense authority to pull over and ticket anyone driving with a situation in the car that was clearly compromising safety would do it. Obviously a judgment call, but somebody has to make it. I really don't think troopers get a big kick out of ticketing people for these things. A lot of people think they're being assholes when they enforce laws like, say, the ones requiring toddler seats. I suspect that a lot of the strictness comes from having had to scrape too many kids off dashboards. Some of these laws do seem obnoxious, but they also make sense - unless you assume that it can't happen to you.
