Whether meathead pulled the trigger is beside the point. In any hostage situation, the police have an obligation to protect the innocent. Clinton/Reno failed to do that and should apologize for the children's deaths they caused.

If david was so dangerous, then law enforcement should have picked him up on one of his daily trips alone into town. They could even have brought the news pukes too but of course it wouldn't have been as dramatic and the sonsofreno had another agenda...they wanted to make the 6OClock news. Budget time you know.
