Wish I could recall more details, especially the location, but have you heard of the prison where the warden not only makes his inmates perform grueling physical work but also makes them wear pink underpants? (not only as humiliation, but it also cuts back on theft between inmates... guess underwear must be a pretty hot item =P) The warden has been under attack by groups like the ACLU, etc, about cruel and unusual punishment, but his response, to paraphrase "I don't think it's so cruel. My inmates rarely come back, I'm helping them reform."
