Doesn't Texas have the right to split into three states - each having two Senators? I believe that stems from their days as a republic and the negotiations that lead to statehood. Heck, the US could use 4 more Senators like Hutchison and Gramm. North and South Dakota should be forced to merge into one state, their lousy Senators represent cattle.
