Intel has a history of only pre-announcing when earnings are going to be substantially higher or lower than the previous guidance suggested. I think this is a reasonable policy. As you noted, the guidance covers a range of EPS's not one point.

My guess....INTC beats estimates by a few cents...the stock sells off because expectations have gotten so high...astute investors buy on the dip (or add to their existing positions)...and life goes on. By 'life going on', I mean
