Most people remember that narrative only in terms of rain for forty days and forty nights, but a careful reading of the biblical text will reveal that it was the fountains underneath the dry land, accompanied by the rain, that brought about the flood. The separation of the waters in the heavens from the waters of the earth, which had been the primary act of creation, was allowed to be undone. "On that day all the fountains of the great deep burst forth and the windows of the heavens were opened" (Gen. 7:11).
