In general there is one way to make an institution more efficient.

Capatilize it.

A free market will cure all ills. Bad teachers will have to take office jobs, and good teachers will be amply rewarded.

As for fixing education in general. I think there is a more important thing to do than schools. It's called parental responsibility.

If you drop the grades from children of single mothers and fathers off of state averages, they rise dramatically. That is the MAIN reason why "family values" states like Iowa, Minnesota, and the Dakotas consistantly score in the top 5 states for college entrance scores. They have the highest percent of children raised by two parents.
