ISLD and ARCA have been available premarket for a long time. And INCA has been available by phone premarket for a long time. But not readily available to everyone. Datek has just started (today) to offer this capability to it's customers through the closely affiliated ISLD. As more on-line brokers grant their clients this access, the impact will be felt. Pre-market volume has been pretty light in most cases up till now, usually driven only by dramatic news. A lot of people who hear that news still have to wait for the market to open to execute orders. And I expect many people would prefer to know their orders have been filled before heading off to work. An order of magnitude increase in pre-market volume near-term would not be surprising to me.
