There's a sizable Spanish minority living in Belgium.... Partly due to the fact that Queen Fabiola is Spanish --so, I'm not totally clueless about what's going on over there.
Spain has only recently emerged as a worthy industrialized economy; I think the landmark is 1981 when Socialist PM Felipe Gonzalez came to power. In the 1930s, however, I'm afraid Spain was still a mediaeval fabric so to speak; so to ask such a backward country to give a hand to Germany, the foremost industrial nation at the time is like asking today's Albania to give the US a hand in toppling Milosevic --the best support an ailing Albania could give the US military is to just sit and watch....

PS: This is not to say that I'm equating Nazi Germany with the US!!
