BoA only does California, so it would be expected that they have 71% electronic payments, although I wouldn't be surprised if they pump up this number. Let me clarify..

BoA does not even offer Web Based Bill Payment outside the state of California. (only MYM or Quicken if you live in the other 49 states).

Can't explain that (maybe they moved from california?). In any case it's not web based, because if you go to nations/boa web site and try to sign up, bill pay is not an option.
