Jim, Technically you are correct. I would never try and counter your knowledge in this area. What a lot of people do not realize is that major govts. also work in concert with each other and they will do what ever they have to do to keep the world economies humming and every country knows they have to take a back seat to the U. S., therefore it will come and go because they can make it come and go. As they said so many times on Sat. Night Live, " it's always something " Respect your posts, V.
