Yigal Allon, a hero of the war of independence, writing in The Book of the Palmach , an official history of the Israeli armed forces: "We saw a need to clean the inner Galilee and to create a Jewish territorial succession in the entire area of the upper Galilee... we therefore looked for means which did not force us into employing force, in order to cause the tens of thousands of sulky Arabs who remained in Galilee to flee, for in case of an Arab invasion they were likely to strike us from the year... They should suggest to these Arabs, as their friends, to escape while there is still time. And the rumour spread in all the areas of the Huleh that it is time to flee. The flight numbered myriads. The tactic reached its goal completely." Israeli reserve officer Leo Heiman, writing in The Marine Corps Gazette is an article appropriately titled "All's Fair...." described another tactic: "...the Israelis brought up jeeps with loudspeakers which broadcast recorded "horror sounds". These included shrieks, moans, and the anguished wails of Arab women, the wail of sirens and the clang of fire alarms, interrupted by a sepulchral voice calling out in Arabic "Save your souls, all ye faithful, the Jews are using poison gas and atomic weapons. Run for your lives in the name of Allah." It should be noted that these tactics would not have been effective without the atrocities of the Irgun to lend them credence, which makes one wonder if those actions were not part and parcel of a plan.
