As far as the license is concerned,
Why do you need a license? You don't need a license to own a car, you don't even need a license if you drive the car around your own property. The only reason you need a license is to drive on government roads, whose construction is financed by tax payers money. Now if I was shooting on a government range, or the government compensated me in some way as far as my firearms ownership (i.e. give me ammunition to practice with) then they would have the right to make me get a license.
