Yes, it is humorous for anyone to lay the banking crisis at the feet of a non-entity like St. Germain. Very credible evidence exists that even after St. Germain left office (over other issues), the extent of the crisis was covered up by right wingers so that it would not be a big issue during the 1988 election. Bush inherited a crisis that was set in motion by many more people than the obscure St. Germain. And it was made much worse by the right wing cover-up. Harassment of bank regulators was common among many right wing politicians, and was not the primary product of anything done by St. Germain. This is why Bush, Sr. lost.
