No, I am not saying that. The regulation is much more complicated than I imagined. During the restricted period which is 1 to 5 days prior to pricing a dealer can short the stock, but not before or after. (My reading, not securities lawyer). It appears that immediately upon the registration becoming effective other stabilization activities can be undertaken but shorting can only be done in the 5 day restricted period.

Once I read quickly thru the material I realized it would be of no use to ask other than a securities lawyer and even in doing this one would need a very specific example and that variation in any of the details could produce another answer.

My post was intended to demonstrate that stabilization could occur prior to the offering. I was unable to zoom in on a wording that specifically said this could be done from the time the registration was filed, so settled for saving face by proving that technically I was correct.
