If BNEZ is going to the pink sheets on Oct. 1, why didn't they get their "E" for September?

Seems to me that the main reason that the SEC tacks on the "E" is to let shareholders and prospective shareholders know that this company has not kept up with (or in this case even begun) reporting. How was BNEZ able to avoid this symbol change?
