That's also sort of the way I see it. The presence of evil is a necessary consequence of freedom - both our own and the rest of the universe's. Without the possibility of evil happening, everything and everybody would just be puppits on a string.

Of course, this view means that God keeps more or less hands-off the world and that what happens in the world is NOT necessarily consistent with his will.
