With regards to the second statement, I meant that products do have a life time and do get replaced. Given that LANs and home networks operate in private spaces where the emissions are under the control of the owner of the space, it would always be possible to get rid of some devices in favour of more spectrally efficient ones.

On another note, when the 900MHz and 2.4GHz bands appeared to get congested for some applications, the FCC opened an additional 200MHz for license exempt use.

I hope this clarifies the issue.
