Education need not be institutionalized. History provides many cases which suggest this.
Moreover, intelligent or sophisticated societies have been shown capable to as great destruction as simple ones. This perhaps is difficult to grasp a this point in human affairs. The world exists in a peace currently, a Pax Americana of sorts which may or may not last. But fifty years ago is hardly a long period, and the people then were little different than now.

Ungoverned intelligence, unregulated by education, is awful.

This is a chilling sentence. Just what is ungoverned intelligence supposed to be? Why should someone's level of ungoverned intelligence be a threat? Shouldn't we welcome high levels of intelligence? Education regulates? Ah, you may have hit on something there. Just how do you define education? Your free use of terms like ungoverned and unregulated show you to be totalitarian in mindset.
