It's been posted before, but I don't believe Bell South or any other Baby Bell can buy Qwest without a change in the law or ruling by the FCC, which could take a year or more.

Maybe that's why the Baby Bells haven't made any offers to date.

Plus, Anschutz, Nacchio, and company don't seem to be the type who want to be bought out.
