The outage was on the Frame Relay network, not the Internet Backbone. There is redundancy built into the Internet backbone so there is no single point of failure. The same is true of the frame relay network, but sometimes for both of them, for some very strange reasons, the networks still go down. I do not believe using the extra internet backbone as a back-up would be an argument that would be viable.
