George, my point was that the Russian leadership has not formulated a clear objective. We can discuss endlessly what their motives were/are. You might say that they have formulated an objective: the "total destruction of all terrorists." But then, what do they mean by "terrorists"? The entire population? Anyone in the Chechen armed forces? Any representative of the Maskhadov government? Or just Basayev, Khattab, and Co.? The Russian authorities have slipped & slid a lot on this fundamental question. It is dangerous to leave that unclear.
