Claude, there was a news release yesterday that PAAS had received an export decree from Yeltsin to mine at Dukat ( #reply-11549043 ). Now this, from Kitco precious metals news:

Magadan, 12th October: Operations have been suspended at Russia's biggest silver deposit in the Arctic Magadan Region mined by the Russian-Canadian Serebro-Dukat company.

One of the shareholders, head of Geometall Plyus company Ilya Rozenblyum told Interfax-Eurasia the suspension was caused by the absence of a legal foundation for operations.

He said a presidential decree on silver ore concentrate exports was drafted over a year ago but has not been signed. If it is not enforced shortly, the biggest investor - Pan-American Silver, which has invested about 30m dollars in the mine's reconstruction, will go bankrupt.

Serebro-Dukat was formed on the basis of Dukatskiy GOK [mining and enrichment combine] gold mining complex to mine the ample resources remaining in the area after the exhaustion of gold resources. Two years ago Serebro-Dukat acquired a licence for silver mining. In May 2000 it planned to produce the first silver ore concentrate.

With all do respect - I have a different opinion regarding cde and hl. When silver runs, PAAS and Apex will run the fastest (PAAS if they stay out of trouble in Russia). The all around safest play, In my opinion, is cde (they have plenty of silver - the institutions will buy Apex, cde PAAS and hl - hl is the only silver stock most of the old timers know except ssc. I love Bay and it will move very nicely, but I don't expect the institutions to get very involved (maybe a buy out). FSR - has some sort of complicated stock deal that I never figured out. Silver plays don't have to be pure, just significant. Regards
