It's the same old story - Europeans like those monopolies, which give PTT ministries or the like a source of revenue and a sense of control, as a rather poor substitute for something called competition. While it would be helpful for all concerned if the U.S. Trade Representative, or whatever they call that official, would exert a little pressure to end the stonewalling of the Europeans, the bottom line is that they reject a more efficient system and become less competitive in world markets. In terms of the cost of having multiple digital standards in the U.S., the efficiency of CDMA over GSM is so pronounced, particularly in areas where digital cellular use is extensive, the higher cost of a GSM operation should pretty well settle outcomes.
