Clearing firms will call around to other clearing firms if they don't have any shares themselves. They make money loaning shares so they want to find them.

It appears there really are no borrowable shares.

When people borrow shares to sell them short, don't those shares get into the accounts of other people, and become available for borrowing and shorting again?

Or, it could mean that everyone is in a cash account and no margined accounts exist, but this would be unlikely. If all the available stock has been loaned out (shorted) then it would seem to me to have more of an impact on the volume that we are seeing. But then again what do I know?
