Please don't be so dense as to be unable to see the point he is making. His reference is to the battle of good vs. evil that exists within us all. He says that practicalities stop anyone from being completely good and trusting--i.e., a saint who believes that all others are well-motivated. However, at the same time we are being cautious, we cannot start down the road of the wrongdoers, as one sin begets another.

The President is not "losing it." Many philosophers have said exactly what he is saying. You may believe he is insincere, but his point is not incomprehensible.
