Bobby - Ron's point seems to be that the CB's, by limiting sales and leasing, in future are somehow subsidising the miners! Perhaps Ahahaha included this nugget when he commented that Ron was one of the wisest posters on SI - or words to that effect? If I apply the Chinese water drip torture to you and then shut off the tap I guess he would say that I am somehow subsidising your future peace of mind - I don't quite know how a real subsidy stacks up eg a cash subsidy or a tax break.
