I don't know how the service works in your area of the country but all we get in suburban Philadelphia is busy signals. It is a rare occasion that you get online with NZR0. There website lists a total of 6 numbers I can call within my local calling area and 4 numbers give busy signals, the other 2 have a message that all circuts are busy. This may indicate the service is being used, but by how many people on a regular basis. And how long will users continue with a free ISP when you can't use it. AOL and others have invested in the infrastructure to handle millions of users at once. Does NZRO have enough money to spend on infrastructure while they are churning through millions of dollars. I don't think so.
