People who are short are expecting or hoping the stocks will fall and they can prosper. But shorts are also provide a build-in Buy program at some point. Whenever the level of shorts gets so large relative to the amount of stock available ( float) it is consider somewhat bullish. Because with any sudden run-up in the stock it can cause a stampede to cover and really rocket the stock higher as shorts rush to buy the stock back. But on the other side, you need to ask yourself maybe they might be right. Because they are really taking the bigger risk.
