More often then not the trend is reversed.

However they do not always come off that way. Sometimes they pause and continue the trend. Sometimes they mark a pivot high or low that can take hours to breach. Sometimes dramatic reversals.

Any projection in time requires a willingness and ability to go the direction it moves. Any of the Fib Arcs, Retracements, etc. are like this and also Gann. There maybe a certain probability that could be worked out....but I've not done that yet.

They should be viewed as "Windows of Opportunity" and then plug in your own intuition and trading filters. When they occur and the market is near median lines or outer tines the reaction can be stronger.

BTW....the TP at 12:30 - 22day is of particular importance to the fork I've been trading.
