Bureaucrats are not involved in decision making process.

Bureaucrats are the real guys that run (or ruin) the system. They are the ones who are supposed to interpret the rules, enforce the laws and interact with the people. Ministers come and go, and change with almost every election. Why does your country's system remain as rotten as ever (and get even more rotten as time passes) even if the electorate keeps changing governments at a rapid-fire rate? It is the bureaucrats, stupid.
