No. But I do not believe that He would not want all men to turn to him. Obviously, He could save everyone if He so willed. He knows that we can do nothing to save ourselves. Don't you think that just maybe the outward call is heard, the heart hears the call; and by free will, the brain asks Christ for forgiveness and to be Lord of our lives. At that point, Jesus Christ saves us. As you said, we can't save ourselves.

And I say unto you, Ask, and it shall be given you; seek, and ye shall find; knock, and it shall be opened unto you.

For
every one that asketh receiveth; and he that seeketh findeth; and to him that knocketh it shall be opened.

If a son shall ask bread of any of you that is a father, will he give him a stone? or if he ask a fish, will he for a fish give him a serpent?

Or if he shall ask an egg, will he offer him a scorpion?

If ye then, being evil, know how to give good gifts unto your children: how much more shall your heavenly Father give the Holy Spirit to them that
ask him?

The goats are the gentile nations. There are two goats. One confesses Jesus with their mouth, but does not believe into Jesus as the word become flesh now tabernacling among men. This is the goat of Azel and upon him the sin of Israels unbelief is called, as he is sent to his own place. The other goat is the overcomer from the nations who sees the word in his hand is Jesus from the beginning. He sees Israel on earth as the acceptable body of Christ and lays his hand upon them in blessing. He is clothed in the holy name of Jesus as priestly garment, and lays down his life atoning for the sins of Israel as the goat of Yahweh. His blood is sprinkled before the ark of covenant seven times in the holy of holies, by the word of the Oath in hand, (Sheba meaning seven)as the cross he takes up daily. The overcomer of the nations bows to the God of Jacob, doing as priest what Israel cannot now do. He enters the holy temple called man by the word of his hand that cuts the veil of flesh, and offers up spiritual sacrifice before the eyes of God enthroned within. He returns to Israel as true helpmeet with the obedience of son, in the command to write, as gift for Israel. The Jew is as different from the gentile, as sheep are to goats. Israel is husband to the nations who are as wife, to he who is Christ according to flesh. Blessed be the Jew and the anointing given to them to measure sabbath rest upon the land. Blessed be the gentile found in the cleft of Israels heart abiding under their covering and authority as unto Jesus in the order of the many brothers. On earth now, as is in heaven. Paul
