One of the ways MSFT has dominated is through the establishment of standards. You have to admit, IBM's attempt to dominate the desktop (os2) was laughable. At least MSFT made an attempt to add the features required by the users, make the GUI user friendly etc etc.

Aren't there hundreds if not thousands of companies that write windows compliant products every year? MSFT has an open standard, they just happen to be the only governing body. The checks and balances you mention come in the way of sales. Don;t you think if any of those companies (csco, emc etc) had the chance to dominate the standard, they would? MSFT is the model, its the standard every company strives for but no company will probably ever attain again.
