Dick Morris is already doing this although I am not sure if he has the "charity" hook in there, yet.http://www.vote.com/
He and his people paid $250,000. for the domain name: Vote.com.
His "offer"includes forwarding your question to the congressm and/or gov't. official of your choice. Then he publishes the response and archives and tabulates results.
Looks like this puts the A in accountability.
Kind of ironic. Vote.com will be spamming our officials with our questions and reporting on results!

Whay would you think it would have to be a BROADBAND portal? To execute an idea like this, one needs a catchy domain name which is the URL address. Whether the "hits" to the site are through broadband, dial-up dsl or sat is of no consequence.
