Didn't realize how tired I was until I read this post this morning... It's an FBI ash tray. Official, heavy cast brass, elaborate and ornate, with the FBI coat of arms in the bottom. Seemed to make sense until I got to this part.... Right where you scrunch your butt is the ring with ~ "Department of Justice Federal Bureau of Investigation" I guess my level of fatigue made me read scrunch as scratch as in "Right where you scratch your butt is the ring with..." Hmmmph...!! Made me think I must have read it wrong and that you were talking about an ass tray and not an ash tray.... ...which then led to the thought that these FBI dudes must be pretty cheeky fellows if they needed a special ring with FBI on it to scratch their butts on.... sheesh... (Don't worry... I seem to be fully awake now and it all makes sense...sort of...) ;-}>
