Dan, the license prohibited a holder of Win OEM license from selling a large % of X86s w/o ANY operating system in order to combat piracy. i.e. they could bundle ANY OS.

From Finding of Facts:

"Microsoft charges a lower price to OEMs who agree to ship all but a minute fraction of their machines with an operating system pre-installed [i.e. ANY OS]...this helps combat piracy...Naturally, it is hard to sell a pirated copy of Windows to a consumer who has already received a legal copy"

(You might be referring to the Frontline Agreement 1994 IBM/MS, which IBM rejected, for an $8/copy ($40-48m) Win95 advertising discount per FOF.)
