OPEC will not let crude get above $30 for very long. They don't want it because it encourages too much production elsewhere. If oil hits $30 you can bet OPEC will open the floodgates short term.

Heinz, whenever i see spread double bottoms (or tops) that come within a fraction of each other like the CRB, i always keep my wolf ears perked up.

some other recent spread double tops with fractional measures:
KTEL (big wide one)
Earthlink
Citibank (before citigroup - april 98 - july 98)

One very famous spread double bottom (at least famous to me -g-)
Apple at 13 in the spring of 97 and december 97

thats when everybody thought apple was ready to go belly up, kind of the similar sentiment that we see in gold, gold has gone belly up and is no longer relevant -g-
