People have to think of HDR in the terms of voice over IP for your statement to be true. They are having a hard enough time now with landlines, let alone doing voice over IP wireless.

I was thinking 1XRTT or 3XRTT for voice and HDR for data. It is my understanding that HDR uses a 1.25Mhz channel to provide efficient data service while other channels would be used for voice. By combining these channels in the required combinations, 3G like services could be deployed in a cost effective way (but without meeting full 3G specs).
