Fed to review disclosure policy

WASHINGTON - Federal Reserve policymakers, worried that their new
disclosure policy is confusing financial markets, plan next week to review the
findings of a working group created to recommend improvements to the
policy. The Fed will take up the matter on Tuesday when it meets to decide
whether to raise interest rates for a third time this year, said William
McDonough, president of the Federal Reserve Bank of New York.
McDonough said he doesn't know if policymakers will decide at the meeting
whether to continue announcing their policy directive, which signals where
interest rates may be headed in the future. Many economists say investors
have been reading too much into the directives, given that a bias toward either
raising or lowering rates often doesn't translate into actual rate changes at later
meetings. But the trend to more openness is a good thing, they say.
