If the above guesses are accurate, application programmers only need generate HTML code. This seems like a step forward.

By golly, yes! That's the whole point! If you wish, you can write your entire UI in HTML, and call into the OS to render it for you! With IE5, they extended it to XML as well, a much more powerful idea.

But perhaps Judge Jacka-- thinks that we should stick with monochrome 80x25 text monitors as the maximum that an OS should know to display.
