He was an analyst from Value Line. As you write he stated JDSU was risky and rated a four there but due to its growth rate and timeliness which rate a one, they recommend buying even at these levels.

A snippet from a column in a local (Vancouver Island) newspaper written by Garth Turner, a former federal finance minister turned columnist.

"...competitiveness of Canadian companies. Just ask Nortel about that. The Montreal company has been raided over the last few months by a California competitor in the fibre optics business, and has lost 19 important employees, most in the last few months. It was such a blow that Nortel tried to get a court injunction to stop the recruiting..."

Nortel is HQed in Brampton, Ontario, but maybe the Nortel employees were located in Montreal. Just a 2 hour drive from Ottawa/Nepean/JDS.
