As is every other auto insurance company in the U.S. State Farm repairs were and are guaranteed for as long as you own your car.

That isn't exactly as it seems. A lot of that had to do with agents insuring the vehicles after accidents.

Has to do with people rebuilding on flood zones after hurricanes and state laws forcing companies to insure such nonsense.

I'm not an employee or what the policy is in your case. I do know that as a policy holder you are also an owner and can appeal your settlement up the chain of command.
