No the cards I have don't do TV.
I don't have any experience with that feature.

Depends on what you want to do. Most TV outs today will do a decent enough job so that you can watch a DVD movie or play a computer game on your TV. SVHS input to your TV is highly recommended.

But if you want to read any words, you'll need a TV/monitor (will cost a couple of hundred more than a plain TV), i.e. a TV that is designed to work as a low res computer monitor.

For example, I have a Magnovox 32" TV with SVHS input, but it is NOT a monitor TV. Even at 640x480 you can't read a single word on the computer screen. Too fuzzy. But the DVD output from my computer still looks awesome!
