Why do people think that there is no WLL in villages in China. I still have relatives living in villages in China. Though they don't have phone services in their house, Two house holds in their village do. And it is perfectly fine in China to knock on your neighbor's door to make a phone call, even in the middle of the night if it is an emergency. And for the real remote places, where people make $10 or $20 a month, they can hardly afford the $2 per minute price on Global Star services. But the question should have been if they even want to make a phone call at first place.
